RESOLUTION 2023-03

A RESOLUTION AUTHORIZING THE PUBLIC SERVICE DIRECTOR TO SUBMIT

AN APPLICATION TO THE OHIO ENVIRONMENTAL PROTECTION AGENCY’S

H2OHIO PUBLIC WATER SYSTEM EQUIPMENT GRANT FOR GRANT FUNDS FOR

EQUIPMENT FOR THE PUBLIC WATER SYSTEM AND DECLARING AN

EMERGENCY

WHEREAS, the City of St. Clairsville’s Water Department desires new equipment for the City’s public water system; and

WHEREAS, the City desires to look at alternative funding sources to help finance the costs involved with the acquisition of new equipment for the City’s public water system;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1:  That the Public Service Director is authorized and directed to submit a grant application to the Ohio Environmental Protection Agency’s H2Ohio Public Water System Equipment Grant for the purchase of new equipment for the City’s public water system and is authorized to enter into any contracts required.

SECTION 2:  That the Public Service Director is authorized and directed to sign all documents required by the Ohio Environmental Protection Agency’s H2Ohio Public Water System Equipment Grant application.

SECTION 3:  That the purchase of new equipment for use at the City’s Water Treatment Plant is a high priority project for the City as the same will promote and enhance the health, safety and public welfare of the citizens of the City of St. Clairsville.

SECTION 4:  That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, welfare, and safety of the residents of the City of St. Clairsville and, further, the application to be filed with the H2Ohio Public Water System Equipment Grant program is due on January 25, 2023.

SECTION 5:  That this resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.

PASSED at a regular meeting of the Council of the City of St. Clairsville on this 17th day of January, 2023, by the affirmative vote of 7 members of the Council.
