In recent years, the City of Harrison has become more diligent about enforcing property maintenance codes. The City recently sent residents a reminder specifically about trash can screening. The reminder is also available as a PDF.
The City's primary goal is to maintain property values, improve aesthetics and ensure neighbors do not put undue burden on one another. The Economic Development, Building and Zoning Department works with property owners to identify and solve issues that violate City ordinances.
In 2019, City Council amended the ordinances regarding trash cans, fire pits, tools, building materials, bagged material and other items that may be stored in side yards. These new rules took effect in May 2020.
Per Ordinance 1167.06 trash cans and carts may be stored in side yards only if appropriate screening or fencing is provided to block the view from the street. Appropriate screening includes small stockade-type fencing, white plastic fencing or enclosed storage bins. It’s also acceptable to store items on the side of a home behind fireplace bump-outs, air conditioning units, or significant landscaping. Trash cans, grills, fire pits, etc. may always be stored in rear yards without screening.
City Council also eliminated the need for a permit or fee to construct a screen or fence that is not attached to the house or higher than six feet. (Ord. 1147.29)
Examples of appropriate screens and fences are pictured, below. After the holidays, code enforcement officers will issue orange notification tags when violations are observed. Residents may call the department at (513) 202-8492 to ask questions or report issues.
