State Rep. Ron Ferguson | The Ohio House of Representatives
State Representatives Ron Ferguson and Brian Lorenz have introduced House Bill 11, a legislative proposal in Ohio inspired by the federal REINS Act. The bill seeks to enhance legislative oversight over administrative rulemaking, ensuring a clearer separation of powers between state legislative and executive branches.
House Bill 11 mandates that proposed agency regulations with significant financial or economic impacts undergo legislative review before they take effect. Specifically, any rule increasing an agency's expenditures or compliance costs for affected parties by $100,000 or more would require such scrutiny.
"Ohioans are tired of unelected regulators making the rules, and we intend to shine a light on that process," Ferguson stated.
Lorenz emphasized the importance of this legislation, stating, "The REINS Act is a pivotal piece of legislation to check state overreach and ensure Ohioans have the tools available, should they need to defend their rights. This helps to solidify the expectations of separate but equal powers our Founding Fathers envisioned for our Republic."
The bill is currently awaiting assignment to a committee for further consideration.
